Democrats unveil price list for Froc’s boats-hesco bastion

The opposition Democrat Party has unveiled what it claims is new information about the alleged boat purchase scam involving the Flood Relief Operations Command.

The QIAOSHI’s Military Barriers or Hesco Bastions is a modern gabion used for flood control and military fortification. It is made of a collapsible wire mesh container and heavy duty fabric liner, and used as a temporary to semi-permanent dike or barrier against blast or small-arms. One of the less heralded life- and labor-saving devices of war, it is used on nearly every United States Military base in Iraq as well as on NATO bases in Afghanistan.
The second category involved 1,000 1.4-metre high-density polyethylene boats at 6,000 baht each, totaling 6 million baht. The same kind of boat was bought by Bang Kae residents for 3,450 baht apiece, while it was sold via websites at about 3,000 baht.
The procurement was divided into three categories. First was the purchase of 1,黑退火丝,000 2.1-metre boats at 4,500 baht each, or 4.5 million baht in total. Mr Vilas said the same kind of boat from a private firm costs only 2,000 baht each, while retailers also sold the boats online for 3,Thailand’s Thongchai in floods appeal-hesco,Black Iron Wire,000-3,500 baht each.
The third category was for 500 3-metre fibreglass boats at 7,500 baht each, or 3.75 million baht in total. Mr Vilas said he had not found a seller of the same kind of boat but he had asked a manufacturer in Ang Thong who said the Froc’s quoted price was too high.
Originally designed for use on beaches and marshes for erosion and flood control, the Hesco Bastion quickly became a popular security device in the 1990s.
Democrat Bangkok MP Vilas Chanpitaksa said yesterday Justice Minister Pracha Promnok, in his role as Froc director,Froc mulls disbanding as emergency phase ends-波浪网, put his signature to the purchase of 2,500 plastic boats worth a total of 14.25 million baht for flood relief efforts.

He said he would submit the information to the National Anti-Corruption Commission for further investigation.
The Democrat MP said the document indicated that the company which sold the boats to the Froc is a hotel operator on Ratchadaphisek Road in Bangkok.
